The Warm Homes: Local Grant is a government scheme, delivered through local authorities, that pays for energy upgrades and low-carbon heating in privately owned homes. It is aimed at lower-income households in less efficient homes, with the goal of lowering bills and lifting the property towards EPC band C.
In Greater Manchester, including Trafford, Manchester, Salford and Stockport, the grant is run through a GM-wide scheme by the Greater Manchester Combined Authority rather than the national route.

Both the home and the household need to meet the criteria. Your council or the delivery body makes the final check.
Each council area runs its own process, but most follow these stages.

Apply through your council’s scheme. In Greater Manchester, this is the GM-wide route.
An assessor surveys the home and recommends the right package of measures.
Approved TrustMark and MCS installers fit the agreed measures.
Work is checked and signed off, and you receive warranties for each measure.

For eligible owner-occupiers, the agreed measures are funded by the scheme. Landlords may need to contribute for additional rental properties.

No. Gas and oil boilers are not eligible. The scheme funds insulation and low-carbon heating such as heat pumps.
The Warm Homes: Local Grant is income-based and can fund several measures. The Boiler Upgrade Scheme is open to most homeowners regardless of income, and gives a set amount off a heat pump.
